Rubicon is providing support to colleagues in the Somerset STP to develop new models of care to facilitate more people being treated out of acute hospital settings.  The project is focused on understanding how admission rates and length of stay can be reduce so the system is less reliant upon the two local acute hospitals, and will inform the pattern of provision of community, primary care and social care services in neighbourhood teams and Somerset’s community hospitals.

Rubicon together with our partners Medical Architecture, has been appointed by Dorset Healthcare University Hospitals NHSFT and Dorset CCG to write a suite of business cases for the development of the primary care and community hospital estates across Dorset. The work will be delivered over the next 15 months and combines strategic outline to full business cases for five community hospitals with ‘mini-business cases’ for nine primary care developments. The work is an important step in the implementation of Dorset’s Clinical Services Review (CSR) with business cases being aligned to the eventual outcome of the ongoing CSR public consultation.

Rubicon has been appointed by Oxfordshire CCG to support local commissioners and providers to develop a pre-consultation business case which will bring together service model changes signalled in the county’s STP submission. The work will run over the summer to the end of August with Rubicon’s team of three being responsible for project management, authoring the document and financial modelling.

Rubicon has successfully delivered four STP modelling projects in time for the 30th June deadline. Our associates worked alongside staff from the South, Central and West CSU to provide activity and financial modelling support to clients in the Buckinghamshire, Frimley, Bristol/ S Gloucestershire & N Somerset, and Oxfordshire systems. We are now in discussion with each client about ongoing support as their plans develop over the summer.

Following recent marketing of our activity and financial modelling ‘offer’ alongside South, Central and West, and North of England CSUs, we have been appointed to produce a five year activity and financial model for the Oxfordshire health and care system. Work commenced this week and will continue to late June. In parallel with this project, Rubicon is also supplying strategic advice and project management to Oxfordshire commissioners on their county-wide transformation plans.

Rubicon has been appointed as the strategic partner for the new South, Central and West CSU following a procurement under the Elis Group Framework. Andy Whiting said, “we are delighted to have been appointed as the new CSUs strategic partner and look forward to working in partnership with the CSU”. South, Central and West CSU is a new CSU being formed from the merger of South West, South Central and South CSUs.

The Elis group of six leading Commissioning Support Units (CSUs) has awarded Rubicon a place on its framework agreement.  The framework agreement allows CSUs to access a range of supporting expertise and capacity from Rubicon and our partners Channel 3 Group.  Together Rubicon and Channel 3 can now provide support to the CSUs in the areas of:

  • Needs assessment: including health needs assessments and equalities impact assessments.
  • Best practice advice: including evidence reviews and evidence based care pathway redesign.
  • Organisational development: development of organisation development strategies, and design and delivery of activities to support teams within organisations.

The six CSUs, will be providing services to over 90 CCGs. The CSUs are:

  • NHS North East London CSU
  • NHS Staffordshire and Lancashire CSU
  • NHS North of England CSU
  • NHS South West CSU
  • NHS Cheshire and Merseyside CSU
  • NHS South CSU

Rubicon has successfully delivered, on time and under budget, three five year plans – the Leicester, Leicestershire and Rutland system plan, Leicestershire Partnership’s plan and, East & North Hertfordshire’s plan.  Each plan was written as part of the 2014/15 – 2018/19 strategic planning round.
